Devlete dair ger\u00e7ekle\u015fecek her \u015feyin esas\u0131n\u0131 t\u00f6re olu\u015fturmaktad\u0131r. \u201c<em>Hizmet etmek i\u00e7in ilk \u00f6nce insan, yolu\/t\u00f6reyi bilmelidir; onun tavr\u0131 hareketi ile s\u00f6z\u00fc te\u015frifata uygun olmal\u0131d\u0131r.<\/em>\u201d<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> T\u00f6re yoldur, usuld\u00fcr, adapt\u0131r, d\u00fczendir. Bu manada ki\u015finin belirli liyakatler kazanmas\u0131 ile t\u00f6re aras\u0131nda do\u011frudan al\u00e2ka vard\u0131r. \u201c<em>Sen beylere hizmet etmek istersen, g\u00f6n\u00fcl ve dilini do\u011fru tut, s\u00f6z\u00fcne h\u00e2kim ol. T\u00f6re ve usule g\u00f6re hizmet etmesini \u00f6\u011fren; hizmet etmesini bilirsen, muvaffak olursun. Ben insanlardan uzakla\u015fm\u0131\u015f bulunuyorum; t\u00f6re bilmem, yol bilmem. Hizmete yak\u0131\u015facak ne tav\u0131r ve hareket, ne de s\u00f6z s\u00f6ylemek kabiliyeti bende var.<\/em>\u201d<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> T\u00f6re usuld\u00fcr. Yoldur. Devlet i\u00e7in zemindir. T\u00f6reli devletli olmak da burada ba\u015flar. Bu bak\u0131mdan t\u00f6re kavram\u0131n\u0131 d\u00fc\u015f\u00fcnmeye ba\u015flamak, bir manada Kutadgu Bilig kavramlar\u0131nda ortaya konulan muhtevan\u0131n tamam\u0131na bakmakt\u0131r. Usuls\u00fcz, kaidesiz insan, toplum, \u015fehir ve devlet olmayaca\u011f\u0131ndan asl\u0131nda t\u00f6re bir medeniyet ilkesi olarak pek \u00e7ok \u015feyi muhtevidir.<\/p>\n<p>T\u00f6renin insan\u0131n toplum olarak hayat\u0131n\u0131n bir sonucu olarak bir y\u00f6netici se\u00e7mesi ve kanunlar vazedilmesi ile alakal\u0131 klasik bak\u0131\u015f a\u00e7\u0131s\u0131 noktas\u0131nda merkezi bir konumu vard\u0131r. \u201c<em>D\u00fcnyay\u0131 tutan insan ak\u0131ll\u0131 olmal\u0131d\u0131r, halk\u0131n ba\u015f\u0131nda bulunan kimse de cesur olmal\u0131d\u0131r. Bu ikisinden sonra, hizmetk\u00e2rlar\u0131n da t\u00f6re ve usule vak\u0131f olmalar\u0131 laz\u0131md\u0131r. Beyler kudretlerini bunlar ile y\u00fckseltirler; d\u00fc\u015fmanlar\u0131n\u0131n ba\u015f\u0131n\u0131 ezer ve \u00f6\u00e7lerini al\u0131rlar. Bu kanun ve t\u00f6reyi kendimizin vaz\u2019etmesi icap ederken, t\u00f6reyi bozmam\u0131z bize nas\u0131l yak\u0131\u015f\u0131r.<\/em>\u201d<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> Ak\u0131l ve cesaret kendi olgunlu\u011funu t\u00f6re ve usulle bulacak yahut kendisinden beklenen fayday\u0131 t\u00f6re ve usule vak\u0131f olarak ger\u00e7ekle\u015ftirecektir. Kanun ve t\u00f6re g\u00f6r\u00fclece\u011fi \u00fczere nizam\u0131n iki esas\u0131d\u0131r. Devletin ahlaki i\u00e7eri\u011finde de kanunlar ve t\u00f6renin oldu\u011funu buradan a\u00e7\u0131k\u00e7a anl\u0131yoruz. Nizam\u0131n en genel \u00e7er\u00e7evesini bu \u015fekilde \u00e7izen Kutadgu Bilig akl\u0131 bu yoldaki insan i\u00e7in de t\u00f6re \u00e7er\u00e7eveli ilkesini tespit eder: \u201c<em>\u0130nsan hizmet kap\u0131s\u0131n\u0131 a\u00e7mak isterse, k\u00fc\u00e7\u00fck ya\u015fta hizmete ba\u015flamal\u0131d\u0131r. T\u00f6re ve usul\u00fc \u00f6\u011frenmeli, hareketini d\u00fczeltmeli, giri\u015f ve \u00e7\u0131k\u0131\u015f tarzlar\u0131n\u0131 bilmeli, tav\u0131r ve hareketi edep dairesinde olmal\u0131d\u0131r.<\/em>\u201d<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> Burada insan\u0131n devlet i\u00e7in nas\u0131l e\u011fitilmesi, ne zaman ba\u015flanmas\u0131 gere\u011finden adab-\u0131 mua\u015feret kurallar\u0131na kadar \u00e7ok geni\u015f bir alanda d\u00fc\u015f\u00fcnebilece\u011fimiz bir zemin kurulmaktad\u0131r. Buradan t\u00f6renin usul oldu\u011fu ve \u00f6\u011frenilen bir konu oldu\u011fu a\u015fik\u00e2rd\u0131r. \u0130nsan bu noktada beyden sade devlet g\u00f6revlisine kadar belirli liyakatler \u00e7evresinde bir yap\u0131y\u0131 ortaya koyar. \u0130\u015fte tam burada Kutadgu Bilig\u2019de meseleyi somut \u015fekilde anlamam\u0131z\u0131 sa\u011flayan bir k\u0131s\u0131m t\u00f6re meselesine \u0131\u015f\u0131k tutar: \u201c<em>T\u00f6reyi bilen, t\u00f6re ve kanun ile halk\u0131 idare eden insan \u00e7ok iyi s\u00f6ylemi\u015f: Sana \u201csiz\u201d diyenlere sen de \u201csiz\u201d tabirini kullan; mukabelede daima kar\u015f\u0131mdakinden daha nazik davran. Kaya yank\u0131s\u0131ndan daha a\u015fa\u011f\u0131 kalma; sana \u201csen\u201d diyenleri sen de \u201csenle<\/em>.\u201d<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a> \u0130\u015fte t\u00f6re nedir diye d\u00fc\u015f\u00fcn\u00fcyorsak Kutadgu Bilig kanun, usul ve nizam a\u00e7\u0131s\u0131ndan devlete ve insana bakan bir ilke olarak t\u00f6re adeta merkezde yer al\u0131r. Yol yordamd\u0131r. Edep, adapt\u0131r. Bir nizam kurulacaksa insanda topluma toplumdan \u015fehre ve devlete kadar her yerde d\u00fczen t\u00f6re ve kanun ile m\u00fcmk\u00fcnd\u00fcr. T\u00f6r\u00fctgen<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>\/t\u00fcreten Tanr\u0131\u2019dan gelen bir isim olarak t\u00f6re kutluluk bilgisinin de esas\u0131 olarak g\u00f6r\u00fclmelidir. T\u00f6r\u00fc kelimesi eserde t\u00f6re, nizam ve kanun manas\u0131na olarak kullan\u0131lm\u0131\u015ft\u0131r.<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a> Bu bak\u0131mdan t\u00f6re b\u00fct\u00fcn bir d\u00fczenin esas\u0131n\u0131 g\u00f6steren kavram ve ilke olarak ortaya \u00e7\u0131kmaktad\u0131r. T\u00f6re kelimesi ile alakal\u0131 olarak, &#8220;T\u00fcrk&#8221; kelimesi, \u201cT\u00f6re\u201d kelimesinden t\u00fcretilmi\u015f bir kelimedir ki, \u201cT\u00f6r\u00fck\u201dten bozularak \u201cT\u00fcrk\u201d haline gelmi\u015ftir. \u201cT\u00f6r\u00fck, T\u00f6reli, T\u00f6re sahibi.\u201d demektir. Eski T\u00fcrklerde T\u00f6re, kayna\u011f\u0131n\u0131 \u201cT\u00fcrk Dini\u201d diyebilece\u011fimiz, \u201cEski T\u00fcrk inan\u00e7 ve telakkilerinden alan topluluk hayat\u0131n\u0131 tanzim eden hukuk normlar\u0131ndan ibarettir.\u201d<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a> de\u011ferlendirmesini de g\u00f6z \u00f6n\u00fcne ald\u0131\u011f\u0131m\u0131zda t\u00f6renin T\u00fcrklerin d\u00fcnyas\u0131ndaki yeri biraz daha a\u00e7\u0131kl\u0131\u011fa kavu\u015facakt\u0131r. T\u00fcrkler as\u0131rlarca t\u00f6reli, devletli ya\u015fam\u0131\u015f ve nizamlar\u0131nda insanl\u0131\u011f\u0131n de\u011ferlerini ya\u015fatm\u0131\u015flard\u0131r.<\/p>\n<p><strong>Nizam<\/strong><\/p>\n<p>T\u00f6re ile e\u015f manal\u0131 bir kavram olarak \u201cnizam\u201d kelimesi \u201ct\u00f6r\u00fc\u201d kelimesi kullan\u0131larak Kutadgu Bilig\u2019de yer al\u0131r. \u201c<em>D\u00fcnya asayi\u015fe kavu\u015ftu ve nizam kuruldu; o ad\u0131n\u0131 kanunla y\u00fckseltti.<\/em>\u201d<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> A\u015fayi\u015f, nizam ve kanun mutasavver d\u00fczenin esaslar\u0131 olarak g\u00f6r\u00fcnmektedir. Nizam, bu manas\u0131na bilgi ve bilgili ula\u015fabilmektedir. Bu bak\u0131mdan \u00e2lem-i nizam kurulacaksa yarat\u0131l\u0131\u015ftan beri anlay\u0131\u015fl\u0131 insan nizam i\u00e7in merkezi bir yerde durmaktad\u0131r. \u201c<em>Adem, d\u00fcnyaya indi\u011finden beri iyi nizam daima anlay\u0131\u015fl\u0131 insanlar taraf\u0131ndan vaz&#8217;edile gelmi\u015ftir. Hangi \u00e7a\u011fda olursa-olsun, bug\u00fcne kadar daha y\u00fcksek yer daima bilgiliye k\u0131smet olmu\u015ftur.<\/em>\u201d<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a> Devletin bir manada t\u00f6renin tatbiki i\u00e7in, iyi nizam ve iyilik i\u00e7in \u201cbilgi\u201d ba\u015fl\u0131ca niteliklerden olarak ortaya konulmu\u015ftur: \u201c<em>D\u00fcnya beylerinden hangileri bilgili olmu\u015f ise, iyi nizam koyanlar ve iyilikte ileri gelenler onlar olmu\u015ftur<\/em>.\u201d<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a> \u0130\u015fte nizam\u0131 bu manada bilgi ile kuran bunu kanun ile yapacakt\u0131r. \u201c<em>D\u00fcnyaya h\u00e2kim olana binlerce fazilet laz\u0131md\u0131r. O bunlar ile eli-g\u00fcn\u00fc idare eder ve sisleri da\u011f\u0131t\u0131r. O bunlar ile k\u0131l\u0131\u00e7 \u00e7alar ve d\u00fc\u015fman\u0131n boynunu keser; memleketi ve halk\u0131n\u0131 kanun yolu ile nizam alt\u0131nda bulundurur.<\/em>\u201d<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a> Devlet manas\u0131n\u0131 bu yolda bulurken devleti idare edenin yard\u0131mc\u0131lar\u0131 da bu manada olmal\u0131d\u0131r. \u201c<em>B\u00fct\u00fcn i\u015fleri bilir bir yard\u0131mc\u0131 laz\u0131md\u0131r; insan bilerek hareket ederse, dile\u011fine eri\u015fir. \u00a0Yard\u0131mc\u0131 \u00e7ok olursa bey zahmet \u00e7ekmez; onun her i\u015fi yoluna girer ve nizam bozulmaz. Bil ki, her i\u015fte yard\u0131mc\u0131 gerektir; beylik i\u015finde ise, kendine daha \u00e7ok yard\u0131mc\u0131 edinme\u011fe bak.<\/em>\u201d<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a><\/p>\n<p>Nizam kurulmas\u0131n\u0131n gayesi ve neticesi millettir. Halk\u0131n zenginli\u011fi kutun y\u00fckselmesi ve \u00e2lemin nizam bulmas\u0131n\u0131n, devletin g\u00fc\u00e7lenmesi ve \u015fehirlerinin artmas\u0131yla \u00fclkenin kalk\u0131nmas\u0131 manas\u0131n\u0131 ta\u015f\u0131maktad\u0131r. \u201c<em>Halk zenginle\u015fti ve memleket nizama girdi, halk h\u00fck\u00fcmdara dualar etti. Halk kurtuldu ve zahmet denilen \u015fey ortadan kalkt\u0131; kuzu ile kurt birlikte ya\u015fama\u011fa ba\u015flad\u0131. Memleketi tanzim edildi, idaresi d\u00fczeldi. H\u00fck\u00fcmdar\u0131n saadeti g\u00fcnden-g\u00fcne artt\u0131. Bir m\u00fcddet b\u00f6yle huzur ve asayi\u015f i\u00e7inde ge\u00e7ti, halk\u0131n ve memleketin her i\u015fi yoluna girdi. Memlekette yeni \u015fehir ve kasabalar \u00e7o\u011fald\u0131; h\u00fck\u00fcmdar\u0131n hazinesi alt\u0131n ve g\u00fcm\u00fc\u015f ile doldu<\/em>.\u201d<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a> \u0130\u015fte burada iyi kanun ile nizam\u0131n kuvvetlenmesi ve halk\u0131n zenginle\u015fmesi aras\u0131ndaki ili\u015fki a\u015fik\u00e2r edilir: \u201c<em>H\u00fck\u00fcmdar da o g\u00fcnden itibaren gayretle \u00e7al\u0131\u015ft\u0131, g\u00fcnden-g\u00fcne iyi kanunlar vaz\u2019etti. Halk zenginle\u015fti, memlekette nizam kuvvetlendi; halk h\u00fck\u00fcmdara dua etti.<\/em>\u201d<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a> Halk\u0131n idareciye duas\u0131 dostunu dost, d\u00fc\u015fman\u0131n\u0131 d\u00fc\u015fman bilmesidir. Nizam ve t\u00f6re kanunlar, nizam ve halk\u0131n zenginle\u015fmesi ise devleti ortaya \u00e7\u0131karan toplumun kanun vazedici se\u00e7erek kurdu\u011fu d\u00fczenin manas\u0131n\u0131n tahakkuku anlam\u0131na gelmektedir. Bunun ger\u00e7ekle\u015fmesi i\u00e7in y\u00f6netici devlet idaresine k\u0131l\u0131\u00e7 ve kalem ehline tayin etti\u011fi ki\u015filere dikkat etmelidir. Nizam bu sayede yerle\u015fip geli\u015fecektir. \u201c<em>Ey devletli h\u00fck\u00fcmdar, \u015fu iki vazife b\u00fcy\u00fck vazifelerdir; b\u00fcy\u00fckl\u00fc\u011f\u00fcn at\u0131d\u0131r. Biri vezirlik, ikincisi ordu kumandanl\u0131\u011f\u0131d\u0131r. Bunlardan biri k\u0131l\u0131\u00e7 tutar, biri kalem. Memleketin nizam\u0131n\u0131 ve dizginini bu ikisi ellerinde tutar; bu ikisi el-ele verirse, onu kim kopar\u0131r.<\/em>\u201d<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a> \u00c2lemde nizam kuran devlet i\u015fte k\u0131l\u0131\u00e7 ile kalemin bu yolda do\u011fru \u00e7al\u0131\u015ft\u0131\u011f\u0131 bir yap\u0131y\u0131 temsil eder. Burada ayn\u0131 zamanda devlet te\u015fkilat\u0131n\u0131n esas\u0131 olan iki ana kesim de ortaya konulmu\u015ftur. Bunlar\u0131n olmas\u0131n\u0131n ana imk\u00e2n\u0131 ise adalete dayanan kanunlard\u0131r. \u201c<em>Adalete istinat eden kanun, bu g\u00f6\u011f\u00fcn dire\u011fidir. Kanun bozulursa, g\u00f6k yerinde duramaz. Bu kanun koyan beyler hayatta bulunmasalard\u0131, Tanr\u0131 yedi kat yerin nizam\u0131n\u0131 bozmu\u015f olurdu.<\/em>\u201d<a href=\"#_ftn18\" name=\"_ftnref18\">[18]<\/a> Bu nizam\u0131n var olmas\u0131 ve bozulmamas\u0131 ise hayati bir yerde durur. \u201c<em>Tabiat\u0131 ve g\u00f6nl\u00fc do\u011fru olan insan ne der, dinle; bu senin i\u00e7in bir nasihattir, dikkat et ve bunu unutma. K\u00f6t\u00fcye kat\u0131lma ve k\u00f6t\u00fc nizam kurma; k\u00f6t\u00fcl\u00fck yapana da m\u00fcsamaha g\u00f6sterme. Sen iyilik yap, iyi nizam kur; her iki d\u00fcnyada da k\u00f6t\u00fcl\u00fck g\u00f6rmeden ya\u015fa. Tanr\u0131 sana iyilik yapmak ve her t\u00fcrl\u00fc iyiliklere eri\u015febilmek i\u00e7in, tevfikini refik etmi\u015ftir.<\/em>\u201d<a href=\"#_ftn19\" name=\"_ftnref19\">[19]<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Nizam\u0131n bozulmas\u0131 insan\u0131n bozulmas\u0131na ba\u011fl\u0131d\u0131r. \u0130nsan her \u015feyin fail \u00f6znesi olarak niteli\u011fini yitirip bozuldu\u011fundan, \u00e2lem nizam\u0131n\u0131 yitirir: \u201c<em>A\u00e7g\u00f6zl\u00fc kimseye memlekette mevki verme; onun memleket nizam\u0131n\u0131 bozaca\u011f\u0131ndan hi\u00e7 \u015f\u00fcphe etme.<\/em>\u201d<a href=\"#_ftn20\" name=\"_ftnref20\">[20]<\/a> denilerek bu husus veciz bir \u015fekilde ifade edilmi\u015ftir. Peki, bu olup nizam bozuldu\u011fundan ne olur sorusu eserin sonunda g\u00f6sterilir ve \u015fu tespitler bu durumu h\u00fclasa eder gibidir: \u201c<em>D\u00fcnyan\u0131n sonu geldi, nizam bozuldu. \u0130yiler k\u00f6t\u00fclere bakarak de\u011fi\u015ftiler. Ak\u0131ll\u0131 anlar, bilgili bilir; y\u0131l, ay, g\u00fcn ge\u00e7tik\u00e7e d\u00fcnya g\u00fcnden-g\u00fcne bozuldu. O\u011ful\/k\u0131z babaya h\u00fcrmetini b\u0131rakt\u0131, ihtiyar kelimesi insana bir hakaret s\u00f6z\u00fc oldu. Nizam ve kanunlar\u0131n hepsi de\u011fi\u015fti; ak ve kara birbirinden farks\u0131z oldu.<\/em>\u201d<a href=\"#_ftn21\" name=\"_ftnref21\">[21]<\/a> \u0130\u015fte zaman\u0131n pek \u00e7ok yerinde g\u00f6r\u00fclen bir manzaran\u0131n ortaya konuldu\u011fu bu tespitler nizam\u0131n bozulmas\u0131n\u0131n insandan devlete kadar tezah\u00fcrlerini \u00f6zl\u00fc bir \u015fekilde ortaya koyar. \u0130yilerin k\u00f6t\u00fclere bakarak de\u011fi\u015fmesi, art\u0131k iyinin bilgisinin toplumun muhtevas\u0131nda etkinli\u011fini yitirdi\u011fini g\u00f6sterir. \u0130nsan\u0131n bozulmas\u0131 insanlar aras\u0131ndaki ili\u015fkileri de tahrip etmi\u015ftir. Bu toplumun \u00fcst\u00fcnde olan yahut i\u00e7inden \u00e7\u0131kan nizam ve kanunlar da benzer ahlak ile de\u011fi\u015ferek fersudele\u015fir ve nihayet ak\/kara ayr\u0131lmaz hale gelerek art\u0131k nizam g\u00f6r\u00fcnmez ve kar\u0131\u015f\u0131kl\u0131k her yerde h\u00e2kim olur.<\/p>\n<p>T\u00f6re ve nizam\u0131 de\u011ferlendirdi\u011fimiz bu yaz\u0131n\u0131n nihayetinde anlat\u0131lmaya \u00e7al\u0131\u015f\u0131lanlar\u0131n h\u00fclasas\u0131 bir k\u0131sm\u0131 aktarmak istiyoruz. Kutadgu Bilig\u2019de y\u00f6netici adalet ve do\u011fruluk ile e\u015fle\u015ftirilip, <em>\u201cK\u00fcnto\u011fdu\u201d<\/em> ad\u0131 verilerek g\u00fcne\u015fe benzetilmi\u015ftir. H\u00fck\u00fcmdar\u0131n \u00f6zellikleri g\u00fcne\u015f metaforu ile g\u00f6sterilerek a\u00e7\u0131klan\u0131r: \u201cH\u00fck\u00fcmdar cevap verdi: -\u00c2lim benim tabiat\u0131m\u0131 g\u00fcne\u015fe benzeterek, bu ad\u0131 verdi. G\u00fcne\u015fe bak, k\u00fc\u00e7\u00fclmez, b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc daima muhafaza eder, parlakl\u0131\u011f\u0131 hep ayn\u0131 \u015fekilde kuvvetlidir. Benim tabiat\u0131m da ona benzer, <em>\u201cdo\u011fruluk\u201d<\/em> ile doludur ve hi\u00e7 bir vakit eksilmez. \u0130kincisi, <em>g\u00fcne\u015f do\u011far ve bu d\u00fcnya ayd\u0131nlan\u0131r<\/em> ayd\u0131nl\u0131\u011f\u0131n\u0131 <em>b\u00fct\u00fcn halka<\/em> eri\u015ftirir, kendinden bir \u015fey eksilmez.
