D\u00fcnyan\u0131n asayi\u015f ve nizam\u0131 bu manada h\u00fck\u00fcmdar ile birlikte d\u00fc\u015f\u00fcn\u00fcl\u00fcr. H\u00fck\u00fcmdar\u0131n ise kanun ile i\u015f g\u00f6rece\u011fi bu nizam\u0131n esas\u0131 adalet ilkesi ile ger\u00e7ekle\u015fir: \u201cD\u00fcnya asayi\u015fe kavu\u015ftu ve nizam kuruldu; o ad\u0131n\u0131 kanunla y\u00fckseltti.\u201d<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> \u0130yi nizam ise bilgi ile e\u015f manal\u0131 kullan\u0131l\u0131r. \u201cD\u00fcnya beylerinden hangileri bilgili olmu\u015f ise, iyi nizam koyanlar ve iyilikte ileri gelenler onlar olmu\u015ftur.\u201d<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> Bilginin m\u00fctemmim c\u00fcz\u00fc ise bilgeliktir: \u201cD\u00fcnyaya h\u00e2kim olana binlerce fazilet laz\u0131md\u0131r; o bunlar ile eli-g\u00fcn\u00fc idare eder ve sisleri da\u011f\u0131t\u0131r. O bunlar ile k\u0131l\u0131\u00e7 \u00e7alar ve d\u00fc\u015fman\u0131n boynunu keser; memleketi ve halk\u0131n\u0131 kanun yolu ile nizam alt\u0131nda bulundurur.\u201d<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> Bunun sonucunda ise, \u201cH\u00fck\u00fcmdar iyi kanunlar vaz eder, halk zenginle\u015fir ve memlekette nizam kuvvetlenir.\u201d<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> \u201cBu beylik i\u015fini hep beyler bilir; kanun ve nizam, \u00f6rf ve adet onlardan gelir.\u201d<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a><\/p>\n<p>Kutadgu Bilig kendi varl\u0131k anlay\u0131\u015f\u0131 i\u00e7erisinde beyli\u011fin\/h\u00fck\u00fcmdarl\u0131\u011f\u0131n mahiyetini izah eder ve bunun sonunda \u201cE\u011fer dikkat edersen, g\u00f6r\u00fcrs\u00fcn ki, d\u00fcnya&#8217; beyleri aras\u0131nda en iyileri T\u00fcrk beyleridir. Bu T\u00fcrk beyleri aras\u0131nda ad\u0131 me\u015fhur ve ikbali ayan-beyan olan\u0131 Tonga halk\u0131n se\u00e7kini idi. Ne se\u00e7kin, ne y\u00fcksek, ne yi\u011fit adam idi; zaten \u00e2lemde ferasetli insan bu d\u00fcnyaya h\u00e2kim olur. \u0130ranl\u0131lar ona Efrasiyab derler; bu Efrasiyab ak\u0131nlar sal\u0131p, \u00fclkeler zapt etmi\u015ftir.\u201d<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>, diyerek T\u00fcrk devlet ve h\u00fck\u00fcmdar anlay\u0131\u015f\u0131n\u0131n k\u00f6kenleri ve esaslar\u0131n\u0131 ortaya koyar. G\u00f6r\u00fclece\u011fi gibi nizam-\u0131 \u00e2lem siyasi olmaktan \u00e7ok \u00f6tede bir varolu\u015f ilkesidir. Bir tasavvur d\u00fcnyas\u0131n\u0131n devlet ve h\u00fck\u00fcmdar ile ete kemi\u011fe b\u00fcr\u00fcnmesidir.<\/p>\n<p>Soral\u0131m o halde bey kimdir, ne i\u00e7indir, nas\u0131l olmal\u0131d\u0131r?<\/p>\n<p><strong>Beyli\u011fin[H\u00fck\u00fcmdar] Mahiyeti: Bilgi ve Ak\u0131l <\/strong><\/p>\n<p>Kutadgu Bilig\u2019e g\u00f6re, \u201cBeyin dili d\u00fcr\u00fcst ve kalbi do\u011fru olmal\u0131 ki, <strong><em>halka faydal\u0131<\/em><\/strong> olsun ve g\u00fcne\u015fi do\u011fsun.\u201d<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a> \u201cSe\u00e7kin bir bey olabilmek i\u00e7in, <strong><em>fazilete k\u0131ymet verilmelidir<\/em><\/strong>, ey naml\u0131 me\u015fhur. Bir kimsenin ad\u0131 bey, fakat tabiat\u0131 avam\u0131nki gibi olursa, o halk aras\u0131nda avamdan daha a\u015fa\u011f\u0131 g\u00f6r\u00fcl\u00fcr.\u201d<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a> Kutadgu Bilig evreninde bey nizam ve d\u00fczen i\u00e7in vard\u0131r: \u201cBu beyler memleketi <strong><em>tanzim ve idare etmek<\/em><\/strong>, <strong><em>halk\u0131 d\u00fczene sokmak<\/em><\/strong> ve <strong><em>d\u00fcnyay\u0131 temizlemek<\/em><\/strong> i\u00e7in naspedilmi\u015flerdir. \u0130nsanlar halk\u0131n idaresini ve beylerin i\u015fini muayyen bir t\u00f6re ve usule g\u00f6re y\u00fcr\u00fct\u00fcrler. Bu beyler bu \u015fekilde memlekete h\u00e2kim oldular, akilane hareketleri ile emirlerini dinlettiler.\u201d<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> \u201cBey <strong><em>insanlara faydal\u0131 ve c\u00f6mert olmal\u0131, d\u00fcnya halk\u0131na ondan tokluk<\/em><\/strong> gelmelidir. Ey h\u00e2kim h\u00fck\u00fcmdar, g\u00fcne\u015f gibi parla| halk senin sayende bol yiyecek ve i\u00e7ece\u011fe kavu\u015fsun. Tanr\u0131 senin boynuna emanet y\u00fcklemi\u015ftir; bu emaneti g\u00f6zet, onu sana soracakt\u0131r.\u201d<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a> <strong><em>Beylik kanun ile ayakta durur<\/em><\/strong>. Halk\u0131n ba\u015f\u0131nda b\u00f6yle bir bey bulunursa, halk ve memleket daima rahata kavu\u015fur.\u201d<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a> Beyin nizam\u0131 halka en b\u00fcy\u00fck faydas\u0131d\u0131r.<\/p>\n<p>Yusuf Has Hacib, <em>bey<\/em>i d\u00fc\u015f\u00fcn\u00fcrken \u00f6ncelikle onu ikili bir tasnifte okur: \u201cBak, iki t\u00fcrl\u00fc asil insan vard\u0131r: biri<strong><em>&#8211; bey, biri- \u00e2lim<\/em><\/strong>; bunlar insanlar\u0131n ba\u015f\u0131d\u0131r. Biri eline k\u0131l\u0131\u00e7 ald\u0131, halk\u0131 itaat alt\u0131nda tutar; biri eline kalem ald\u0131, do\u011fru yolu bulup-g\u00f6sterir. <strong><em>\u0130yi nizam onlardan kalageldi<\/em><\/strong>; bu bir mirast\u0131r; kimin eline ge\u00e7erse, onu y\u00fckseltir.\u201d<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a> Bey bilgi ile k\u0131l\u0131\u00e7 aras\u0131nda bir yerde dengede durur. Bu yakla\u015f\u0131m kalem ve k\u0131l\u0131\u00e7 ehli \u015feklinde devletin y\u00f6netim mant\u0131\u011f\u0131n\u0131 da olu\u015fturmaktad\u0131r. Buradan hareket eden Yusuf Has Hacib, bey i\u00e7in ak\u0131l ve bilgi meselesine temas eder: \u201cKimde <strong><em>ak\u0131l<\/em><\/strong> varsa, o as\u0131l insan olur; kimde <strong><em>bilgi<\/em><\/strong> varsa, o beylik bulur. \u0130nsan-o\u011flu kara yer \u00fczerine elini uzatt\u0131, <strong><em>her \u015feye bilgisi ile n\u00fcfuz etti<\/em><\/strong>. <strong><em>Ak\u0131l ile insan as\u0131l insan ad\u0131n\u0131 al\u0131r<\/em><\/strong>; <strong><em>bilgi ile beyler memleket i\u015fini tanzim eder<\/em><\/strong>.\u201d<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a> Bu beylik i\u015fini hep beyler bilir; kanun ve nizam, \u00f6rf ve adet onlardan gelir.\u201d<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a> \u201cBeylik i\u00e7in insan\u0131n ilk \u00f6nce as\u0131l soydan gelmesi gerektir; bey cesur, kahraman, kuvvetli ve pek y\u00fcrekli olmal\u0131d\u0131r. Bey bilgili ve ak\u0131ll\u0131 olmal\u0131d\u0131r; c\u00f6mert ve yumu\u015fak huylu olmak da laz\u0131md\u0131r. Beyler bilgi ile halka ba\u015f oldular ve ak\u0131l ile memleket ve halk\u0131n i\u015fini g\u00f6rd\u00fcler. Bey ad\u0131 <em>bilig <\/em>kelimesi ile ilgilidir; <em>bilig in <\/em>lam\u0131 giderse, <em>beg <\/em>ad\u0131 kal\u0131r. Bey \u00e7ok ak\u0131ll\u0131 olmal\u0131 ve akim k\u0131ymetini bilmelidir; bilgili insan\u0131n d\u00fc\u015fman\u0131 \u00e7ok olur. Bilgiyi takdir eden, g\u00f6rm\u00fc\u015f-ge\u00e7irmi\u015f ve \u00e7ok gezmi\u015f insan ne der, dinle. Ans\u0131z\u0131n bir iftiraya u\u011framamas\u0131 i\u00e7in, beyin bilgili, ak\u0131ll\u0131 ve uyan\u0131k olmas\u0131 laz\u0131md\u0131r.\u201d<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a><\/p>\n<p><strong>Beylik[H\u00fck\u00fcmdar] ve Do\u011fruluk\/Kanun<\/strong><\/p>\n<p>Kanun ve do\u011fruluk beylik i\u00e7in \u00f6ncelikli bir liderlik \u00f6zelli\u011fidir. \u201cBeylik \u00e7ok iyi bir \u015feydir, fakat daha iyi olan kanundur ve onu do\u011fru tatbik etmek laz\u0131md\u0131r.\u00a0 Bey ne kadar do\u011fru olur ve iyi hareket ederse, halk i\u00e7in o kadar mes\u2019ud bir devir ve hayat ba\u015flar. \u0130yi ad insan i\u00e7in ne kadar m\u00fcbarek bir saadettir; onun bu iyi ad\u0131 ve saadeti ebedi kald\u0131. Halk\u0131n i\u015fini insaniyet ile tanzim ederse, o iyi insan ne kadar mes&#8217;ud bir bey olur.<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a> <strong><em>Bu beyli\u011fin temeli do\u011fruluktur; beyler do\u011fru olursa, d\u00fcnya huzura kavu\u015fur.<\/em><\/strong> Ak\u0131ll\u0131 insan buna benzer bir s\u00f6z s\u00f6ylemi\u015ftir; kim ak\u0131ll\u0131 insan\u0131n s\u00f6z\u00fcn\u00fc tutarsa, i\u015f yoluna girer. <strong><em>Beyli\u011fin temeli do\u011fruluk \u00fczerine kurulmu\u015ftur; do\u011fruluk yolu beyli\u011fin esas\u0131d\u0131r<\/em><\/strong>. Bey do\u011fru olur ve \u00fclkeye b\u00f6yle h\u00fck\u00fcm ederse, b\u00fct\u00fcn dileklerine kavu\u015fur.\u201d<a href=\"#_ftn18\" name=\"_ftnref18\">[18]<\/a><\/p>\n<p><strong>Beylik[H\u00fck\u00fcmdar], Kanun ve Adalet yahut Nizam-\u0131 \u00c2lem<\/strong><\/p>\n<p>Kutadgu Bilig\u2019de, \u201cBir memleketin ba\u011f\u0131 ve kilidi iki \u015feyden ibarettir; <strong><em>biri- ihtiyatl\u0131l\u0131k, biri &#8211; kanun<\/em><\/strong>; bunlar esast\u0131r. Hangi bey ihtiyatl\u0131 ise, o memleketini muhafaza eder; d\u00fc\u015fmana boyun e\u011fdirir ve onu s\u0131ms\u0131k\u0131 ba\u011flar. Hangi bey memlekette do\u011fru kanun koydu ise, o memleketini tanzim etmi\u015f ve g\u00fcn\u00fcn\u00fc ayd\u0131nlatm\u0131\u015ft\u0131r.\u201d<a href=\"#_ftn19\" name=\"_ftnref19\">[19]<\/a> \u201cEy h\u00e2kim, memlekette uzun m\u00fcddet h\u00fck\u00fcm s\u00fcrmek istersen, <strong><em>kanunu do\u011fru y\u00fcr\u00fctmeli ve halk\u0131 korumal\u0131s\u0131n. Kanun ile \u00fclke geni\u015fler ve d\u00fcnya d\u00fczene girer; zul\u00fcm ile \u00fclke eksilir ve d\u00fcnya bozulur.<\/em><\/strong> Zalim zulm\u00fc ile bir\u00e7ok saraylar\u0131 harap etmi\u015f ve sonunda kendisi a\u00e7l\u0131ktan olmu\u015ftur. Beyler <strong><em>g\u00f6n\u00fcllerini temiz tutar ve kanunu tatbik ederlerse, beylik bozulmaz<\/em><\/strong> ve uzun m\u00fcddet ayakta durur.\u201d<a href=\"#_ftn20\" name=\"_ftnref20\">[20]<\/a> \u00a0\u201cBey memleket ve <strong><em>kanunlar\u0131 bilgi ile ele al\u0131r; b\u00fct\u00fcn i\u015fleri ak\u0131l ile g\u00f6r\u00fcr. K\u0131l\u0131\u00e7 memleket zapt eder ve zafer kazan\u0131r; kalem de memleket tanzim eder ve hazine toplar.<\/em><\/strong> K\u0131l\u0131\u00e7 kan damlat\u0131rsa, memleket al\u0131r; kalemden m\u00fcrekkep damlarsa alt\u0131n gelir. Gerek ge\u00e7mi\u015fte, gerek gelecekte bu d\u00fcnyan\u0131n bize verip-verece\u011fi bu iki \u015feydir. Ey bey, bu iki \u015fey b\u00fcy\u00fck bir fazilettir; h\u00e2kim h\u00fck\u00fcmdarlar bunu kendilerine d\u00fcstur edinmelidirler.\u201d<a href=\"#_ftn21\" name=\"_ftnref21\">[21]<\/a><\/p>\n<p>\u201cKanun su gibidir; zul\u00fcm ise, ate\u015f gibi her \u015feyi mahveder; sen berrak su ak\u0131tt\u0131n ve ate\u015f s\u00f6nd\u00fc. Kanunu do\u011fru tatbik ettin, d\u00fcnya d\u00fczene girdi; hi\u00e7 kimse memlekette art\u0131k bir zorbaya rastlam\u0131yor. Ey h\u00fck\u00fcmdar, \u015fu \u00fc\u00e7 \u015fey zul\u00fcm ve tazyike sebep olur; biri- beyin ihmalk\u00e2rl\u0131\u011f\u0131 ki, bundan musibet gelir. \u0130kincisi-\u00a0 halk\u0131n ba\u015f\u0131nda bulunan insan\u0131n zay\u0131f olmas\u0131; \u00fc\u00e7\u00fcnc\u00fcs\u00fc de-\u00a0 halk\u0131n ba\u011fr\u0131n\u0131 yiyen tamahk\u00e2rl\u0131kt\u0131r.\u201d<a href=\"#_ftn22\" name=\"_ftnref22\">[22]<\/a><\/p>\n<p>\u201cDevleti idare eden, memleket i\u015flerinde dirayet sahibi olan memleket beyi ne der, dinle.\u00a0\u00a0\u00a0 Kanunlara riayet eden, do\u011fru bey, ger\u00e7ekten, bir saadettir; onun saadetinden her kes kendisine hisse al\u0131r. Nerede adaleti ile \u015f\u00f6hret bulan bir bey bulunursa, oraya gitmeli; insan onda saadetini bulur. Adalete istinat eden kanun- bu g\u00f6\u011f\u00fcn dire\u011fidir; kanun bozulursa, g\u00f6k yerinde duramaz. Bu kanun koyan beyler hayatta bulunmasalard\u0131, Tanr\u0131 yedi kat yerin nizam\u0131n\u0131 bozmu\u015f olurdu.\u201d<a href=\"#_ftn23\" name=\"_ftnref23\">[23]<\/a><\/p>\n<p><strong>Bey[H\u00fck\u00fcmdar]\u2019in \u00d6zellikleri: Ne olmal\u0131 Ne Olmamal\u0131?<\/strong><\/p>\n<p>Yusuf Has Hacib, beyin do\u011fru \u00f6zellikler ta\u015f\u0131mas\u0131n\u0131n \u00f6nemi \u015fu \u015fekilde a\u00e7\u0131klamaya izah b\u0131rakmayacak \u015fekilde izah eder: \u201cBeyler tav\u0131r ve hareketlerini temiz ve do\u011fru tutmal\u0131d\u0131rlar; halk yolunu ve gidi\u015fini beyin yoluna uydurur. Beyler \u00f6rf ve kanuna nas\u0131l riayet ederlerse, halk da ayn\u0131 \u015fekilde \u00f6rf ve kanuna itaat eder. \u0130\u015fte \u015fu s\u00f6z de buna \u015fahittir; bu s\u00f6z\u00fcn, dikkat edersen, manas\u0131 buna uygundur. Beyler hangi yoldan giderlerse, beylerin bu gidi\u015fi kulun da yoludur. Beyi iyi ve gidi\u015fi do\u011fru ise, kulu da daha iyi y\u00fcr\u00fcyecektir.\u00a0 Bey ma\u011frur, kabaday\u0131 ve kibirli olmamal\u0131; gurur insan\u0131 do\u011fru yoldan \u00e7\u0131kar\u0131r. Beyler, \u015f\u00fcphesiz, saadetle b\u00fcy\u00fck olurlar; bundan nasip alabilmeleri i\u00e7in g\u00f6n\u00fcllerini k\u00fc\u00e7\u00fck tutmal\u0131d\u0131rlar.\u201d<a href=\"#_ftn24\" name=\"_ftnref24\">[24]<\/a> Evet, \u00e2lem nizam bulacaksa devletin ba\u015f\u0131ndaki beyin buna muvazi olmas\u0131 gerekiyor. Zira halk y\u00f6neticisinin dinindendir diye bo\u015funa denmemi\u015ftir.<\/p>\n<p>\u201cE\u011fer her iki d\u00fcnya beyli\u011fini istiyorsan, en iyisi budur, sen \u015fu be\u015f i\u015fe yakla\u015fma. <strong><em>Harama kar\u0131\u015fma, zul\u00fcm etme, insan kan\u0131 d\u00f6kme, d\u00fc\u015fmanl\u0131k besleme ve kin g\u00fctme<\/em><\/strong>. \u015earap i\u00e7me, fesattan uzak dur, ondan ka\u00e7; bunlar daima m\u00fclke ve saltanata halel veren \u015feylerdir. E\u011fer devaml\u0131 ve ebedi beylik istiyorsan, adaletten ayr\u0131lma ve halk \u00fczerinden zulm\u00fc kald\u0131r.\u201d<a href=\"#_ftn25\" name=\"_ftnref25\">[25]<\/a> \u0130yi nam ve \u015f\u00f6hretle ad\u0131n\u0131n yay\u0131lmas\u0131n\u0131 isterse, bey bir de \u015fu be\u015f \u015feyi kendinden uzak tutmal\u0131d\u0131r. Biri acelecilik, \u0130kincisi cimrilik ve \u00fc\u00e7\u00fcnc\u00fcs\u00fc hiddettir; bunlara kar\u015f\u0131 mukavemet et, ma\u011flup olma. Bir bey i\u00e7in fena olan \u015feylerin d\u00f6rd\u00fcnc\u00fcs\u00fc inat\u00e7\u0131l\u0131kt\u0131r; yak\u0131\u015fmayan bu \u015feylerin be\u015fincisi, \u015f\u00fcphesiz, yalanc\u0131l\u0131kt\u0131r.<a href=\"#_ftn26\" name=\"_ftnref26\">[26]<\/a> Bey iki \u015fey ile kendi beyli\u011fini bozar, e\u011fri yola girer ve do\u011fru yoldan \u015fa\u015far. Bunlardan biri zul\u00fcm, biri ihmalk\u00e2rl\u0131kt\u0131r; bu ikisi ile bey memleketini harap eder.<a href=\"#_ftn27\" name=\"_ftnref27\">[27]<\/a>\u00a0 \u201cBey \u00e7ok ihtiyatl\u0131 ve \u00e7ok da uyan\u0131k olmal\u0131; beyler ihmalk\u00e2r olurlarsa, bunun cezas\u0131n\u0131 ba\u015fkalar\u0131 \u00e7eker.\u201d<a href=\"#_ftn28\" name=\"_ftnref28\">[28]<\/a> Ey devletli h\u00fck\u00fcmdar, en k\u00f6t\u00fcs\u00fc beylerin ad\u0131n\u0131n yalanc\u0131ya \u00e7\u0131kmas\u0131d\u0131r.
